Scot Nicol, founder of Ibis, just serialized his bikes in numeric order which makes it pretty easy to figure out the relative order of the bikes. Unfortunately, there aren't date attached to the serial numbers. Going from a rough guess of production and the original components, this one is probably in the first half of 1983 or so. Interesting parts on this bike include the brakes, hubs and stem. The stem is a custom Ibis stem which mounts to a stub brazed into the steerer tube on the fork. The hubs are custom riveted Hi-E for added strength. The brakes are early examples of the Ibis sold and Cunningham designed roller cam brakes. I asked Scot about the "by master" decal and this was his explanation:
"By master, I have an old slide show of things that say master on them. I collected them in the 70's and 80's. It's a really fun series, simply pictures of products that say master on them. I guess that's where the Speedmaster brakes name came from, I was the original guy who worked on those with Charlie before Potts was involved. "
